How to divide a map area into several equal districts?

There is a city on the map.
I need to divide this city into equal circles with a diameter of 1 km, and get a list of the coordinates of each circle.
That is, the circles should fill the maximum of the territory of the entire city, but at the same time not intersect.

Or maybe knowing the coordinates of the boundaries of the city, and without having a map at hand, just somehow mathematically get the coordinates of all the necessary points?
