How to distribute large binary files at maximum speed depending on the geographic location of the client?

Hello everyone,
there are 4 offices, in different countries and on different continents. On average, there are 100 users in an office. It is necessary to distribute binary files (100Mb-2Gb) to these offices with maximum speed and minimum delays. Since there can be a lot of files - 20/30/50/..., then you need some kind of client for multiple downloads, preferably with multithreading support. Actually the implementation of the server part is of interest.
At the moment, ~ 200 GB of data is obtained per month.
Also, one of the conditions is the versioning of files, i.e. there is a need to return to the original file at any time.
At the moment svn is used, but there are obvious problems with very high latency in offices that are geographically distant from the svn server.
I would like to get some kind of analogue - www.perforce.com/, but only at a more reasonable price. Because $55k for 300 licenses every year is kind of expensive. And even without somehow :)
