How to distribute IP to virtual machines from a pool (Windows)?

I want to take a dedicated server in Selectel or a similar Russian data center, but I can’t fully understand one question:
My host system is Windows, it has Hyper-V installed, which runs several virtual machines. Each virtual machine needs an external IP. Suppose the provider gives a certain pool of these IPs.
On Hetzner, this was solved very simply - in their control panel it is possible to allocate a static MAC for each IP, and then you prescribe it in the network parameters of the virtual machine and she herself receives it via DHCP. Voila.
Here, in the support service, they simply say "well, as soon as you get an IP, you will have it, we can't give any more comments."
So - how are IP addresses forwarded from this "pool" to virtual machines?

I would prefer to distribute local addresses to machines and use a virtual router to open the necessary ports of machines on the necessary external addresses. Somehow the bare booty of virtual girls shines into the world of such-itself, as well as troubleshooting later.
What do you mean by dedicated server? Colocation? Your stand? Do you rent bare metal and set it up yourself or what?
