How to distinguish an image from a photograph?

I will briefly outline the problem. There is a city resource with real estate and another with a bulletin board. Set up unloading of real estate objects on the board with automatic text generation. In order to improve the appearance of the board, it was decided to unload objects that have at least one photo. But a problem has arisen: in order for their ad to be uploaded to the board, harmful realtors place logos of their agencies, photos of cats and desktop wallpapers instead of photos.
Does anyone have any ideas on how to weed out garbage from photos of apartments?

Maybe it's easier to immediately create a database with the phone numbers of realtors and their other contacts, and then filter it? And there will be no images of the left, and realtors. You just spend your energy on separating logos from buildings / apartments, and the guys will pour pictures of left houses.

It is better to hire a moderator who will clean the board from all this.
