If we consider a number of parameters on a scale from 0 to 10 points, then:
------------------------------------ -----------------------
1. Combinations of styles and design of blocks , fonts, and colors clearly and unambiguously correspond to the theme of the resource: 10 out of 10 points.
2. Visually, the design has the most positive effect on the decision to purchase a product or service on the site: 10 out of 10 points.
3. Ease of use of the site interface with this design: 10 out of 10 points.
4. Design elements combine cutting-edge trends with futuristic elements, reflecting the main essence of the content : 10 out of 10 points.
5. The speed of analysis and understanding of textual and graphic information using such a target audience design is maximum: 10 out of 10 points .
------------------------------------------------------
Or maybe what else?!.... Write in the comments.

A "cool design" is when you look at it and can't think of how it could be improved.

A good design is when it is not noticeable at all, that is, you don’t think where the search button is, how to get to the catalog, where to buy, and so on.
In this regard, the design is closely related to the interface, that is, it should be developed by at least 2 different specialists in close contact with the client.
For example, in the toaster, at first I was looking for a tape of my answers, next to the nickname there is a drop-down list icon, it is logical to cram all the frequent internal profile options there.
That is already one design flaw on the face

If it is superficial, then the assessment is subjective. If deeper, then leads, retention, views, etc.
