How to display tooltips in WordPress?

Hey!
How can I customize the output of tooltips in PhpStorm when hovering over functions and so on. Just how is it output in VS Code?
I've attached a screenshot of what I'm talking about. Please share your settings. I'm trying to switch to PhpStorm and I would like such goodies.
