If we are talking about an application that uses a public api, then nothing.
The logic is very simple - the user knows better what and when he needs it, and if he really wants to look at your notification, he will simply take it and run your application.
There are two more options.
The first one is push notifications, what was written to you above. In this case, you will either have to track these events on the server somehow, or schedule them from the client. But I'm sure that sooner or later the user will get tired of it and your application will simply be removed from the notification center.
The second one is an extension in Today. In this case, the user himself will have to drag it there, well, he himself (the key point, if he wants) will have to pull out the curtain from above and look at your widget
