How to display different markers on the map depending on the city?

There is a company website on wordpress. In it, the user can specify his city and, if the company's store is in the user's city, a map of the city with store marks is shown. If not, then a message is displayed that there are no shops in this city yet.
How is this implemented? Is it possible to get by with "little blood" (ready-made plugins, etc.), provided that the site owner should easily add new tags himself?
