How to display a higher screen resolution than what is supported by the monitor?

Let's say we have a monitor with a resolution of 800x600. You need to force Windows to generate an image in a format, say, 1600x1200, and then compress it to 800x600 (replace 4 pixels with one) for further display on the monitor.
Is there software for this purpose?

An image can be generated in any resolution, as long as there is enough memory and disk space.
On any monitor, you can always display an image of a higher resolution than the monitor. To do this, web browsers, let's say, on the fly (without saving the result to disk) perform an image resampling operation: Algorithms for scaling pixel graphics
