How to disable time translation in Snow Leopard?

Hello,
Lion has canceled the winter time changeover, but what about Snow Leopard users who do not want to give up NTP synchronization?
Is there any standard *nicks way to wean the system off of this?
While assigned a time zone on about. Mauritius (Mauritius), they just have GMT + 4 there, and the time change was canceled three years ago.
