How to disable simultaneous reading/writing to the same file?

Is it possible, figuratively speaking, before executing a number of commands, to "occupy" a file with a command, after which only I can work with it, read and write, then unlock it.
It is necessary, because I work with the config, and it's scary that they can start recording at the same time, for example.
