How to disable responsiveness for a block?

Greetings. I want to achieve the following behaviour.
There is a ready-made block laid out and working perfectly for a resolution of 1440px. It is necessary that when the screen width decreases, the width of the block does not change, but it decreases, as it were, scaled. I used the bootstrap grid, but I commented out this line on the site:
And everything basically worked fine, my block laid out for 1440 looked great both at the screen width and at 600px. With further reduction, there were strong distortions and I decided to use media queries. But they flatly refused to work, only if you uncomment the line that I indicated above. In principle, I did just that, but now I can’t achieve the behavior of the elements I need, which I described at the very beginning.

1. Understand how the tool with which you work works;
