How to disable resave in default encoding in phpstorm?

There is a web application. It mixes several different encodings (I'm crying myself, don't swear). I want to program in phpstorm, but it constantly resaves files in the default or project encoding.

Because of this, Russian letters in files are beating and git pulls completely unnecessary changes.

How to disable automatic resave? Let's say as notepad ++, in what encoding the file is opened, in this it saves.

Uncheck File | settings | File Encoding | Have you tried Autodetect UTF-encoded files?
