How to disable QoS in Asterisk 11.9?

I'm interested in the question of forcibly disabling QOS in Asterisk 11.9.

tos_sip=cs3
tos_audio=ef
cos_sip=3
cos_audio=5

The log outputs the following:
...
== Using SIP TOS bits 96
== Using SIP CoS mark 3
...
If I uncomment these parameters in sip.conf
It only returns this:
...
Using SIP CoS mark 4
...
I would like to disable QOS completely.
