How to disable joomla system extension?

Yandex indexes the SITE/component/users/?view=reset page, although I disabled everything related to authorization on the site in joomla.
I want to check for the name of the component in the layout, and if it matches users, then do not create the page. I do not need an empty page, namely that it is not created at all. How to implement it?
