It's not about the file type, but that it has the executable attribute set.
If these files are from a flash drive or SMB shares, you just need to mount with the noexec option.

"Offers to execute" - in the sense of a binary, like a program? Remove the executable flag from the file. And what did you show a screenshot of - well, they ask you what program to open this type of file, this is not "execution" at all. Customize what asks you about it.
