How to disable auto-start of unclosed programs after reboot?
I have already found one option, but it does not suit me at all. Maybe there is a key in the registry that changes this, or something like that?

Auto-launching apps that were open during a previous shutdown is a new feature in Windows 10 introduced in version 1709. You can use the Feedback Hub app to provide feedback suggesting that you add the ability to disable this feature, or you can vote on existing feedback. The more votes such a review gets, the more likely it is that the developers will address the issue identified in the review in the first place.
To prevent automatic startup of applications in version 1709, as the only possible solution at the moment, a Microsoft employee suggests using the following commands to shut down and restart the computer in a special way that will work in the command line and in the Run dialog:
to reboot shutdown -t 0 -r
to shutdown shutdown -t 0 -s
You can create shortcuts for rebooting and shutting down and when creating them, in the "Specify the location of the object" field, enter the appropriate command from the ones listed above.

Two ways to shutdown do not save running programs: through Alt + F4 on the desktop and by briefly pressing the power button.
