How to develop your own graphic format?

I want to practice with graphic formats just for self-development. I understand that no one will support "some kind of left format". Neither browsers, nor graphic editors. But I was wondering how any new format is being developed at all. At least graphic. Does anyone have any literature on this?
Will the development language greatly affect the quality and weight?

In fact, you are saying that the byte sequence in modern formats does not suit you and are you going to come up with a better byte sequence?

Read the existing formats first. Start simple: pcx, bmp for example.
I recommend J. Miano's book Formats and Algorithms "Image Compression in Action".
