How to develop under windows?

It takes a month to develop a graphical application under win 10 to work with bluetooth (connection, sending commands to the device). It is highly desirable to have an assembly in ex.
What is the best language to do this? I thought C ++ and Qt5, but something couldn’t get bluetooth there and a few days of googling didn’t help ..

any other tool will not help with this problem and it will have to be solved (which is the job of a programmer)
and so qt designer or visual studio for windows, especially for beginners, are ideal

If under WIn10 - I would take C #, because with everything else there will be more fuss than for a month.
