How to develop/remake a responsive website?
In general, I decided to develop a site based on cs.stalker-game.ru/ru and I want to get the same design (after I remake the site to fully adaptive, I will redraw some elements), but make the site adaptive (including for mobile devices) and optimized. What can you advise on how to turn the site into an adaptive one?

In terms of layout, look towards bootstrap grid or flexboxgrid, depending on the dinosaur support you need (IE9).
The first one is quite cross-browser friendly, the second one is faster layout itself, and more convenient IMHO.
After you open the desktop, if you start with it, of course, look at mobile in the inspector, and edit media queries for the appropriate permissions with the appropriate styles.
In general, making this design adaptive is a pain in the ass, it’s easier to make a separate version for mobile devices, display a desktop for tablets.
Open the editor in the browser, change the screen width and customize the CSS, create @media-query for the size of the smartphone. What's the problem then?
Does it look like WordPress - very - or is your site on this cms?
