How to develop programming skills?

Everyone knows that the skill of building programs (as well as the skill of solving mathematical problems) consists of studying the theory: programming languages ​​and ready-made solutions (or, by analogy with mathematics, formulas and theorems), as well as the skills of their application: i.e. constructions on the basis of the theory of the algorithms themselves (or the solution chain).
