How to develop for Android?

Undertook here to develop an application for Android to order. I can't figure out how to arrange the process. That is, let's say everything is clear to me on the web. TK is written, a prototype is drawn. Then the order goes to me. While I am writing the server part and preparing layout templates, the designer is working in parallel. Just in time for the end of my work, there are layouts ready for layout, I transfer everything to the technologist, who finishes the work.
But what about android? I have page prototypes. I thought over the application logic, even made some code sketches. In principle, everything is OK, now it seems like the design is being drawn. It turns out that after finishing work on the logic, I will still have to deal with “layout”? Also, there are things that I don't think I can do without a layout. In fact, this is my first custom Android app. Hence the questions.
Share your experience on how such work is arranged in organizations working in this direction.
