How to develop applications from scratch?

Hello,
I would like to ask for your advice before making a lot of mistakes and spending a lot of extra time developing an application.
I recently got into web design a bit (html.js, jquery, bootstrap, a bit of php) and would like to try creating applications. I just don't know where to start!
I understand that for development you need to choose some kind of platform and framework, but based on my skills, what would you advise?
Tell us about your development experience from scratch (if any). I want to develop something quite simple:
-Login
-parsing rss into applications
-working of the application through requests to the database
So far, this is what came to mind at the expected stage_) I want to try to make a small project for myself in my portfolio, add an application there - a news aggregator for web design (something like that).

well, actually, if you write under IOS, you will need a MAC OS (it doesn’t matter what, macbook, poppy mini, or iMac), an IOS device (ipad 3 and higher, or iPhone 4S and higher (it’s better to have an iPhone 5 series)), xcode development environment, developer certificate, and Objective-C language.
if for android, then Windows, language-java will do. Any android device. That is, the entrance, as you can see, for IOS is much higher. But that doesn't mean it's not worth doing.
