How to develop an open-source project?

Good afternoon!
For several years I wrote my bikes, resulting in a small, very specific framework.
Having read the stories of these Torvalds of yours, I was inflamed with a desire to involve strangers in the development and use of the framework, that is, to put the source code in public access.
The first steps have already been taken - the source code has been prepared and uploaded to github. But what's next is a dark forest for me.
How to attract people to the project?
Where do developers of open projects communicate in general? I have not yet found an analogue of the forum on the github.
Is it important that all documentation be in English first?
Maybe you should pay attention to some similar projects? Here is the midnight commander, he has a separate branch on the LOR. But I'm still stomping around the bush, I don't know what to pay attention to.
Or answers to what questions should be found in the first place.

Probably, it is necessary to promote the project somewhere (and the more PR the better). Tell at English-speaking conferences and resources. Maybe in Russian.

Roughly speaking, if your project is in demand among more than one and a half people, then "everything will wrap itself up." If it doesn’t (due to clumsiness or uselessness), then it won’t wrap up. Accordingly, there are only two ways - to make it work and make it necessary (advertise and customize to user requests).
