How to develop an application for bitrix24?

I'm trying to write an application for Bitrix 24 and everything seems to be clear, but how to create an environment, preferably using Angular, in which one could write an application and, after it is ready, uploaded to Bitrix24. Just can not write and fill in parts.
I found an article on Habré, only there is an example with React in which I cannot specify static ports at startup.

If you want to write in angular/react/vue and any other modern framework, then it would be better to use your own server and not upload an archive with compiled sources, but specify the address of your application
