How to develop a program that brings data to a reporting form?

They gave the task "Development of information support, bringing data to a reporting form", but I have zero ideas how to implement it. More precisely, I googled a bit, I even found it. But in general, the picture does not add up in the head. The only thing I came up with was to create a small database in mysql and use some unknown images (I think, through some templates) to display a report. I would be glad if someone throws a couple of ideas for consideration.

Is this a thesis topic?
To the point, start by decomposing the problem.
think about:
- Input of primary data,
- aggregation and storage of data,
- data processing (calculations and calculations),
- Formation and storage of "reporting type" layouts,
- Receipt of layouts with filling data from the database and output to the printer
