There is a native interface for ios7-9 and for material design. There are templates for all standard elements (lists, buttons, menus, etc.), you just have to manually arrange them (there is an example on the site for each element) (there will be no scrollbars on a mobile device)

There is a good Corona SDK .
The easy-to-learn Lua language. Low entry threshold, lots of examples.
Fast compilation, instant preview, support for a bunch of platforms.
Especially good for former flashers.
I've been using it for several years now.
