How to determine whether a browser can use css filters?

Just without resorting to using libraries like modernizr, because. the only task is to understand that the browser can apply filters (in my case, blur), and nothing else.

If you don't need the entire Modernizer, collect only the checks you need. Or just look at how it was done there and use the principle, usually there are checks for three lines.
PS In general, there is also a polyfill .
