How to determine whether a block is Fullscreen by layout or not?

Hello. I 'm interested in the answer to the following question:

How to understand if a block in a PSD layout has borders or if this block/image should be the full width/height of the screen?

It is worth asking for an explanation from the designer. Mine always write Container (on the grid) or FullScreen (full screen) in the layout.
