How to determine what type of tower?

I’m not sure, of course, that the Toaster is suitable for this type of questions, but still, knowing that there are many mobile communications specialists and other techies on Habré and Giktimes, I decided to ask anyway.
How to find out what power the antenna on the tower in the photo?

In advance, thanks!
ps In general, I am trying to determine how harmful the radiation from such a tower is, using an old article on Habré:

But first you need to understand what power the antenna is on the tower

1) at the top of the RRL of the millimeter or centimeter range. Power in the range of 1 .... 1000 milliwatts, a narrow beam for the second one.
2) at the bottom there are a number of three-sector BSs (GSM, UMTS, LTE, CDMA2000), power up to 60 watts per BS, up to 20 watts per sector. Antennas up to 16 dBi, EIRP maximum = 20W * 16 dB = 800
