How to determine the default boot order?

There is a computer with two rigid - SSD and HDD. The SSD is running Windows 10 with Hyper-V (host). Created a virtual machine (guest) with direct physical access to the HDD and installed Windows Server 2012 R2 on it.
In this configuration, the physical machine is loaded by default from the second disk (HDD) on reboot, i.e. in Windows Server. When only Windows 10 was installed on the SSD, everything worked as intended.
In the BIOS, the boot order has not changed in any way and the SSD is still in first place. But booting into Windows 10 can only be done by entering setup and forcibly manually selecting an SSD to boot.
I suspect that some kind of UEFI partition is involved in this, which is the last one in the priority list for booting. I also suspect that this should be treated with the bcdedit utility, but I don’t really understand how, because. in each of the OS, it issues its own list of objects to download.
How to force the computer to boot from the SSD by default?
