The hard drive is constantly being accessed, even in the background. Defragmentation is not included, various virus checks too. The system was installed recently, a few weeks ago.
How can I determine the reason for accessing the HDD? Perhaps there are some utilities to monitor hard drive usage

About monitoring utilities.
In the simplest case, a resource monitor. See what, who and where writes.
If something is more serious - download a set of utilities from Mark Russinovich, there is a good monitor there.
In general, in windows, starting from the seven, all system maintenance activities should be performed in the background.
That is, defragmentation and other disk optimization, checking and installing updates, etc. are performed automatically as soon as the computer starts to idle.

Did you go in and turn them off on purpose? So?
They are enabled by default.
