How to determine if the laptop or battery is faulty?

There is a Toshiba Sattelite A100 laptop and a PA3399U battery for it.
It does not react to connecting / disconnecting the battery in any way, it constantly writes the battery ID "0000" and the name "PA3451U", the charging indicator does not light up. The battery was disassembled, the voltage on the cells is 3.2 - 3.4 volts, in the amount of 9.8 volts.

In general, the situation has cleared up. The battery was discharged, but the laptop also did not react to the new battery as it should (the battery LED blinked). The culprit was the BQ24721 charger chip. The multicontroller interrogated her, she did not answer and the battery initialization stopped. After replacing the microcircuit, both batteries were determined and began to charge. I calculated it after studying the circuit, checking the circuits and viewing the logical signals on the analyzer (the Multicontroller sent the charger address but did not receive an ACK).
