How to design and simulate a provider's local network in Packet Tracer?

Internet provider network. A number of clients connect to the ISP's network. All requests from client computers are transferred to the external network (Internet), and the results of the requests are returned. Incoming requests to clients from the Internet are blocked. The provider's network has a file server available to clients. All other computers in the provider's local network are not visible to clients.

The provider's internal network in its own vlan, clients - to taste, or everything in its own way, with a binding to a poppy, or a port-based vlan, billing and so on in a packet tracer still cannot be depicted.
