How to deploy AD there, and remotely add users to the domain?

The answer to your question is no, you cannot deploy Active Directory on hosting.
On VPS \ VDS it is possible, but not always and with a bunch of reservations.
In general, the question is stupid, showing obvious incompetence - so the complaint is gone.
