How to deploy a war file to Tomcat 8.5 server on Linux?

Debian on VM, can't deploy war file.
On Windows, I threw it into webapps, launched Tomcat8.exe from / bin and voila - everything works. And here I can not figure it out. Tried instead of ROOT - just an empty browser window, no response to POST, etc. requests.

Check permissions. If tomcat cannot read the file, then it will not be able to decompress it.
