How to deploy a site on Bitrix?

The site-catalog on Bitrix has to be changed regularly.
What I have to do now to change the site
1. I make a backup copy in production
2. I copy it to the local computer
3. I restore the backup copy to the local version of the site
4. I make changes to the site
5. I make a backup copy
6. I copy it to production
7. I restore the backup copy
This results in a lot of problems: a long time for copying, creating and restoring backups (three hours for everything), a new version of the site needs to be posted before someone makes changes to production.
How to set up a competent site deployment. I want to use capistran, but what folders should I share? And more migration. Is it possible to painlessly edit the site database not through the admin panel, but with the help of migrations.
Anyone with experience please advise.

On the right way - through GIT
Why do you backup / deploy from the database?
Exclude it from the backup and then just roll the version over the one that stands.
