How to deploy a site from one test site to two production hosting?

Hello colleagues!
There is one test site. For some time, they deployed a site from it to one hosting, but another domain appeared, which is legally required to be hosted in the country that owns the first-level domain. Accordingly, a second hosting was also purchased.
Now the task has arisen: the bulk of the content is the same for both production sites, but there is a difference, such as contact information on sites, different database names, different metrics are attached to sites.
In the future, it is not expected to increase the difference between the sites, the main content will be the same. In this regard, I am looking for a solution that will allow me to centrally make changes on one test site, but distribute them to two different productions while maintaining the necessary differences.
Maybe someone will tell you: is there any stable and safe solution to this problem?

Depends on your site. If there are no interactive things and updates from one source, then banal Rsync synchronization.
