How to deliver a Google Chrome extension along with options?

Now users are installing the uBlock Origin extension through group policies, users have temporary profiles. Everyone needs to deliver a blocking filter. In the policy, you can only specify the URL address of the extensions. Maybe you can somehow export the extension to .crx along with settings and filters, publish it and link to it?
