How to deform a mask with spikes to fit the shape of the face?

There is a similar finished 3D model of a spiked mask and a separate 3D model of a human face. The spikes are part of the mesh

How to make the leather part of the mask completely fit the 3D model of the face (it fit, not hang like in the photo), while maintaining the shape (rigidity) of the spikes?

In the photo it is unlikely that this is skin
. Draw the mask again by cutting it out of the enlarged 3D model of the head, add the holes for the spikes. Print the resulting mask on a 3D printer with a flex (all tpu feeds without filler are strong enough to keep their shape, otherwise they would not be printed if the part is thin, they bend like rubber / thick leather) or a mold for silicone molding, if the latter is too soft, additionally model a thin mesh-reinforcement (from the same mask model, or print in wire mode, all slicers have this mode, but you need to look at how the slicer will put supports), print and place inside the injection mold.
If the task is to work with an existing leather mask, then print out a part of the face model adjacent to the mask (two pieces clamping inside and out), soften the skin (for example, oil, although this is a matter of experimentation, because the skin must first become soft in order to be stretched over the form and then harden), spread on the shape of the face and dry with warm, dry air. Then grease the form with wax, and the mask from the inside with pva glue and let it dry, the skin will become rougher and will keep its shape better.
ps Injection or pressure molds are modeled by subtracting the mask from the box, then cutting, adding holes for fasteners/screws plus sprues...

Make the spikes independent, but tied to the base. Make the base fabric and fit the face like any other clothing. Ready
