At the same time, he told me for two months that we would be almost partners. How do you determine if a customer is normal or not at the initial stage?

I had experience with foreign and Russian speaking clients.
Worked with foreigners on elance. Mutual respect of the parties.
Doubled down without any hint from me. Communication exclusively through upwork. Case correspondence. Clear TK. Despite English, the correspondence took much less time than with Russian.
Recently completed work with a Russian-speaking client from America. Also with some incomprehensible CMS with some crooked code. He insisted on communicating via Skype by voice. Fortunately, the microphone broke, and the end of the correspondence was saved on Skype. Constantly strove to work and pay outside upwork. Refused to send files through upwork. I immediately warned upwork about the refusal to upload files. Worried about money.
The unpleasant thing is that he communicated in jargon: finally, plz, sorry, cant, frostbite. Judging by the slang, the character is from Russia.
Constantly tried to slip additional free tasks. "Forgot" about the agreements. Blamed for initial CMS errors. At my suggestion, look at the original system did not listen. After a while, he again began to blame for the initial errors of the system.
On my refusal to do another free task, he began to be rude to me via Skype and threatened with a negative review.
Sent to upwork along with the files. I took the money, don't care about the negative review, I'll write my own :).
I am Russian speaking myself. But I don't have that kind of relationship. Are foreign Russian-speaking freelancers special?
In general, when I started working on the project, some kind of devilry began. Electricity for the first time after 2 years turned off 5 times for half an hour. The webcam broke within a day. Now the electricity is fine. It used to be like this, about 2 years ago, when I took, having incorrectly calculated the cost, an unsuccessful project with a good review, but labor-intensive.
From the very beginning, there was a feeling that the project was not worth taking. Friends strongly advised.
IMHO, it is better to communicate only through upwork. You can communicate via Skype only when there are grounds for trusting the client.

вот когда человек начинает ныть "дорого", то сразу его и слать лесом. Вы же не обязаны работать бесплатно, вам кушать хочется. У вас есть ставки на определенные действия, они должны быть оплачены. Если ему дорого, пусть ищет дешевле, но и качество услуг будет соответствующим.
Надо всегда твердо отстаивать свои интересны, тогда придурки сами отвалятся.

Парит мозги программистам уже лет 6.
Ничуть не изменился.
По моему за 2 месяца вы могли догадаться.
Разрабатывать ТЗ целых 2 месяца да еще и бесплатно - сразу могли бы потребовать денег. И сразу же все стало бы на свои места.
Я так полагаю он ищет того, кто будет партнером и будет работать нахаляву.
Но поскольку домен у него и вся оффлайновая часть у него, а без нормального сайта он и так неплохо и уже долго живет, то ... непонятно как он может прогарантировать партнерства, живя в другой стране. Ведь и юридические гарантии весьма слабы в этом случае.
Ему уже предлагали партнерские условия, чтобы он внес свой значительный партнерский вклад. Куда-то слился.

You still don’t understand, you will need to study, so it’s cheaper .... Some people specialize in these tasks and do it cheaper, you can order from them, so the price should be cheaper .... Show me at least something, I gave you part of the base, you don’t need the whole project, this is enough ....

You screw it up for a trial period - and then it will be seen by the reaction ...
2-3 months for buildup - this is the norm.
You always need to ask for 30-50% more - you can always throw it off
