This is something non-standard or a combination of different data. Under base64 37 bytes of data, no hash gives that much. Accordingly, without code, most likely nothing.

Something binary wrapped in BASE64.
And what exactly is impossible to say, if the software works with the network (open ssl uses), then it can be, for example, AES wrapped or its own algorithm.
