How to defeat the crumbling image from IP cameras in OBS?

Hello everyone. The introductory ones are:
A computer with AMD A8 9600 and windows 10.
4re IPe-DPF 3.6 cameras
The computer is running OBS (I don’t remember the version, but I updated it in the summer), the OBS is broadcasting in VK. In OBS, 4 scenes are configured, which are replaced by a timer, on each scene an image (media source) is displayed from the ip camera via RTSP, in the source settings, the checkbox "Restart playback when the source becomes active" is removed. And everything seems to work, but not always. Very often (what affects, I don’t understand), the picture from the cameras starts to freeze (freeze) or crumble. If you check the box "restart ...", and "do not show anything ...", then the situation improves, but for a second we see a black screen when changing the scene.
Broadcast enabled, CPU usage 5-15%, OBS program. Before the picture from the ip camera freezes, or it starts to crumble, the CPU load increases to 50-60% and problems begin in seconds (if 4 streams are turned on at once). The problem is also reproduced if you just run 4 windows of the VLC player.
I changed the POE switch for cameras, connected the cameras through an injector and a regular switch.
I would like the scenes to switch without a black screen, and for this, the stream from the camera should not be turned off. And the picture did not fall.
Who knows, if you put a video card (now it is integrated into the processor), it will be used in hardware decoding of the RTSP stream?
Perhaps there are suggestions for replacing cameras? Then what to change?

You can try to increase the frequency of i-frames (reference frames) - in the camera settings, but this will increase traffic.

In my opinion, it's not about the computer. Try different RTSP ports from cameras.
If there is not enough traffic or you think PC, reduce the quality to a minimum and check. Try to run a sub thread for testing

A8, in principle, is far from the best choice for streaming, and the built-in video card cannot be taken out.
If the picture is pouring - add existing cameras, and do not add again, in
this case your obs will receive a stream, but output only as needed.
The picture is pouring most often due to lack of bitrate. I would like to see your

Switch to better and the same free software with the same functions as OBS.
I recommend SplitCam (free) or Xsplit (paid)
