How to debug high CPU usage by windows kernel?

recently it happens that the CPU is loaded at 95-100% (all 4 cores).
The task manager shows 50-60% of the time is occupied by the core.
The resource manager does not help - the network, processes, the screw are not loaded.
How can you get to the root of the problem?

xperf is a very powerful tool, if you get used to it, you can quite solve your problem.

Most likely the driver is slowing down. I have observed similar behaviors in NOD (slows down until the disk system drivers are kicked out, it stops slowing down, but the system hangs up almost immediately) and ATI video card drivers.
