How to deal with the situation, you need Windows 2012 without AD, but with RDP access (and the ability to manage it) + MSSQL?

Faced such an ambush. Friends place 1Sku (base on MSSQL) on one of the Hetzner servers. They work through some intermediary, who added their margin to Hetzner services far from 5-15%.
Now friends want to directly rent their Windows server. They asked for help, but I ran into an ambush, so I ask the community for help on how to do it right.
It was planned to take the server from the same Hetzner at the EX40-SSD tariff. They also provide licensed Win 2012. Before buying, I decided to test everything on a virtual machine, since all licenses are available where required.
Total:

  • MS SQL does not install correctly on the server if you install AD
    Microsoft SQL Server 2014 Setup failed while waiting for the Recovery Handle of the Database Engine. See the SQL Server error log for possible causes.
  • Terminal Services can be installed without AD, but cannot be managed. There are sort of ways, but these are crutches
    . You are logged in with a local administrator account. You must be logged in as a domain user to manage servers and collections

I see such options
1) Find a server (outside the Russian Federation, but with good ping), where Windows 2008 is installed. But the price and quality are not worse than Hetzner
2) Raise a second Windows virtual machine Hyper-V and deploy a domain there
3) Buy hardware and put where -thread, like home/work - but no reservation 220 and internet
4) Refuse MS SQL - not an option
