Nobody will cancel anything. The quiet glanders cut the rights. It’s the laws that seem crazy to you, and for fools in power, a regime of severe restrictions is very necessary.
The ultimate goal is the ability to block any resource and user, well, tracking who and what was doing on the network.

A normal and adequate law aimed at eliminating anonymity in the network.
They will introduce some universal access cards that need to be obtained with a passport (as for SIM cards), and they will be used to enter the network in public places.

If we proceed from the fact ... umm ... that he receives credentials on the passport ... then who prevents him from giving them to the left brow standing at the entrance .. who asked him to do this for 1500 rubles? Rave. Zero evidence base. Zero feedback! It is not clear what can be presented to a person who, as a private person, does this.
