How to deal with subdomains?

Hello, for the first time in my short experience in website building, a client asked me to create a subdomain for St. Petersburg and Krasnodar.
I know how to create a subdomain, but I do not understand the semantic technology of this action.
Will it be two different sites?
If so, then it will need to be promoted as two. Wouldn't it be more logical to do something like "Choose a city" and all on the same top level domain?
If I place on two subdomains, these are two different sites, and accordingly, will it be necessary to do the same edit twice on one and on the second?

Depends on how you implement your logic.
They can be separate virtual sites, there can be a choice of city, and instead of mydomain.com/moscow -> the path will be on the moscow.mydomain.com subdomain.
