Can I create a domain for a local site?
There is a certain web face on a certain device in my house, is it possible to create a local DNS server that will issue http://blablabla domain for IP 192.168.xx

Register any domain (as you call it) in your router
Then all devices (if they have a DNS server, this is your router) will see the domain
Windows/System32/drivers/etc/hosts
add the line: 127.0.0.1 [Domain name]
If your router is capable of being a DNS server, and not just proxying requests to the DNS of Google, CloudFlyer or ISP, then you can register your internal domains in the configuration of the local DNS server on the router.
Custom firmware for routers usually knows how to do this.
If the router does not allow this, then your home computer can be made a DNS server. But you will need to keep it turned on so that, say, you can navigate this domain from a Wi-Fi phone.
If you need to navigate the domain only from a computer, then as suggested above, you can register the domain and ip in the hosts file
