How to deal with mobile app plagiarism?

Let me know if anyone has come across a similar situation.
Some eccentric decided to steal the idea and all the data of the mobile application, decompiled the application on android, pulled out all the databases with directories, made a crooked cross-platform javascript craft and stuck all the databases there without changing the structure and data (even links inside the database refer to our site).
In addition, the competitor completely copied the landing page of the application, replacing only the pictures, where I don’t even know where such impudence can be gained.
In fact, we have already submitted an application to Roskomnadzor, and now the question arose of how to correctly fill out applications on Google Play and the Apple Store. We decompiled his application on both platforms and made sure that the bases are identical. Is it okay to talk to support about decompiling or viewing data inside the application folder? If anyone has experience in solving similar problems, advice would be welcome.

Why do people go to someone else's client? Why is he better? Learn, fix yours.
If you can't do better, and the application is in such demand that there are many third-party clients, you can even monetize it by making a separate developer API with authorization and providing it to third-party client authors for a certain $$. This method turned out to be more convenient for us at one time than to actively develop our client.
Moreover, large developers will cooperate with you and try to comply with the agreement on the use of the API, and small developers will do tricks in the usual API, they will get tired and leave the competition.

Do as ICQ tried to fight in its time - change the API. Update the app and then change the API. All "foreign" users who do not have an update will fall off. And of course, actions with Rospatent need to be taken - because ICQ eventually lost this war with qip ...
