How to deal with a high load site?

Recently on the web. The client has a hosted WordPress site. Edits need to be made. I see it this way: download the sources to the virtual machine and make changes and tests on it, and then upload the changes to the host. The problem is that the site is very voluminous and you have to download a lot. Is there an alternative, some other approach?

There can be a lot of downloads, but on the local you need to raise git, control changes and upload back only the changed files and the changed database. Be sure to make backups of the database at each stage, both locally and on the original host.
